Role Overview Summary

The specific purpose of the assignment is to carry out an endline study to establish achievements against the broader issues identified above and in line with the donor agreed workplan, activities and targets. The study will assess change at the four domains that VSO tries to influence i.e. at individual, community, systems and policy levels to understand the status of youths in prison and out of prisons in terms of access to health, rights, well-being, participation and with particular emphasis on drug and substance use and abuse. In addition, the study will investigate how value for money of observed results and how aspects of the VfD framework were supported with the overarching and guiding framework will be the Volunteering for Development Framework (VfD) and VSO’s Quality Evidencing Principles. Evaluation results will strive to establish how interventions have contributed to outcomes intended for this grant by the Robert Carr Fund and the VSO health practice theory of change.

The volunteer will support lobby and advocacy initiatives within VSO/Make Way , consortium partners and (youth-led/focused) Civil Society Organizations, to enable them to: 1. gain skills and knowledge in Lobby and Advocacy (L&A) relevant to the needs of the Intersectionality Sexual and Reproductive Health and Rights (SRHR) program; 2. Have the necessary tools for undertaking Lobby and Advocacy activities within the programme; 3. Raise awareness and promote dialogue among different stakeholders to respond to the SRH needs and priorities of vulnerable youth with compounded vulnerabilities; and, 4. To engage and mobilize vulnerable youth groups to lead their own advocacy agendas. 

The Make Way Programme is a five-year intervention (2021-2025) that aims to break down barriers to sexual and reproductive health rights by promoting new ways of looking at, and organising, SRHR issues, through an intersectional lens. The Programme brings a new approach of analyzing and tackling SRHR issues in a way that no one is left behind due to given vulnerabilities.

Role Overview Summary

The main purpose of this role is to provide support and capacity building at the country level and consortium partners, Civil Society Organisations, especially youth-focused/led organizations and to enable them to gain skills and knowledge in social accountability relevant to the needs of the Intersectionality Sexual and Reproductive Health and Rights programme; have the necessary tools for undertaking social accountability activities within the programme; raise awareness and promote dialogue among different stakeholders to respond to the needs and priorities of vulnerable youth with compounded vulnerabilities across the programme, and to engage and mobilize vulnerable youth groups to lead their own advocacy agendas.

The ideal candidate has:
• At least a bachelor’s degree in a related subject preferably Policy, Political Science, Law, Gender, or Development studies.
• Experience:
• Possess experience in policy analysis and stakeholder engagement
• At least 2 years’ experience in advocacy and policy space as well as developing responses to policy in a development context.
• Demonstrated ability to effectively convene, coordinate and communicate with a diverse range of stakeholders and identifying their needs and using their own voice to express their priorities.
• Strong background in participatory consultation.
• Experienced in designing and delivering community consultation programmes.
• Excellent organisational skills.
• Ability to work with minimal supervision.
• Excellent written and communication skills especially when explaining complex concepts to audiences of different levels.
• Ability to train, coach and supervise others.
