1.Job Title: Logistics Officer in charge of Fleets Management

Job responsibilities

  • Ensure efficient Vehicle Management and transportation services to employees
  • To prepare report on vehicles maintenance and fuel consumptions
  • Monthly Report on the Status of NISR Vehicles
  • Coordinate the timely and adequate provision of insurance coverage to vehicles

2. Job Title:  Director of Statistical Methods, Research & Publication Unit

Job responsibilities

  • To supervise, lead and coordinate the work of the staff of the unit;
  • To ensure that all surveys and statistical methodologies are compliant with International and National Norms and Standards;
  • To support other departments in the planning, design and implementation of national surveys;
  • To lead all research and development activities of the Institute;
  • To research and promote new statistical standards and methodologies and ensure their sound application and usage in Rwanda;
  • To promote the use of international and national methodologies within both the Institute and other statistical producers;
  • To coordinate the statistical activities of National Statistical System;
  • To lead and coordination the statistical capacity building of NSS including NISR;
  • To work closely with other Units to ensure they respect and make good use of the most recent methodologies;
  • To contribute to the conception and analysis of tasks on behalf of the Institute and other statistical producers that ensures application of the visa;
  • To regularly report to the DDG on the work of the unit.

Minimum Qualification:

  • Bachelor’s Degree in Statistics, Applied Mathematics, Economics with three (3) years of relevant working experience and familiarity with statistical packages (SPSS, STATA, CSPro, etc); or
  • Master’ s Degree in Statistics, Applied Mathematics, Economics with one (1) year of relevant working experience and familiarity with statistical packages (SPSS, STATA, CSPro, etc); or
  • Master’ s Degree in communication with five (5) years of relevant working experience in Statistics production and basic training in Statistics, Applied Mathematics, and Economics.

  • 3.Job Title: Price Statistics Research Statistician Team Leader
  • Job responsibilities
  • To review the quality of price data collected and quality assure the consistency of the data;
  • To be responsible for the timely publication and dissemination of CPI and PPI reports;
  • To ensure compliance of Prices Indices with the International Norm and Standards;
  • To identify achievable improvements to the existing methods;

Job responsibilities

  • Facilitating communication and collaboration between the NISR and various stakeholders including government agencies, international organizations, and other statistical bodies.
  • Following up with statistical activities, data collection methods, and data dissemination practices.
  • Conducting in-depth analysis of statistical data and providing insights to inform decision-making processes within the institute and for external stakeholders.
  • Identifying training needs and providing guidance on capacity building initiatives to enhance the skills and competencies of staff members in statistical methodologies and techniques. – Identifying potential risks and challenges to the institute’s operations and providing recommendations to mitigate these risks effectively.
  • Providing support to the Director General on various matters related to statistical activities, organizational management, and strategic decision-making.

5.Job Title: Director of HR & Administration Unit

Job responsibilities

  • Direct and lead the work of the staff within the Unit.
  • Manage and ensure all aspects of Contract of Administration and coordinate the Logistics and proper management of assets of NISR
  • Coordinate regular staff salary payments, benefits, and all related contributions and deductions.
  • Coordinate the recruitment process for NISR staff and maintain an updated Organizational Structure, Job Descriptions, Job Classifications, Salary Structures, and Personnel Management.
  • Manage the development of sound Human Resource Policies and Procedures for the NISR.
  • Manage the design and implementation of a sound Performance Management System for the NISR.
  • Design and implement a Training and Development Program to ensure high-quality professional staff.
  • Manage all administrative matters of the NISR.

10.Job Title: Internal Auditor

Job responsibilities

  • Prepare and submit to the Board an audit plan and strategy relevant to the NISR and PforR Program based on risk assessment at hand;
  • Conduct routine financial audit, compliance audit, systems and performance audit in accordance with government and international audit standards as well as any other provision in the PforR program document.
  • Undertake spot check controls to ascertain conformity to Program for Results (PforR) program Operational Manuals;
  • Conduct special audits to investigate any identified irregularities, weak internal control and areas susceptible to fraud;
  • Prepare and conduct debriefing to auditee concerned;
  • Prepare and present audit reports including auditee’s comments to the Board;
  • Prepare and submit recommendations to improve internal control procedures based on audit findings;
  • Monitor and evaluate implementation of both internal and External audit recommendations;
